The Client is a South London based Local Authority who has an immediate need for an experienced and technically qualified Project Officer / Manager to work on Major Housing Programs. Candidate MUST have previous Local Authority / Public Sector experience on managing projects from inception / planning / programming / budgetting / financial planning / contractor awards through to completion.

Responsible for project management of major capital investment and planned works projects, ensuring completion within budget and full compliance with health and safety legislation Responsible for issuing instructions to contract administrators and contractors, senior professional and housing management staff on matters relating to housing improvement and planned works projects and programmes of work. Agree works packages in liaison with contractors and issue briefs detailing properties and work content. Monitor scheme progress, take corrective action as necessary and be responsible for ensuring successful implementation, making site visits as necessary. Monitor and control scheme and programme expenditure including authorising fee payments and recommending expenditure variations as necessary. Provide monthly reports to the Ordering Manager on individual works packages and contract areas. Ensure the collection and provision of financial monitoring information and ensure compliance with budgetary reporting and programming requirements by completing appropriate returns or inputting data to the Capital monitoring data base. Ensure that tenders are obtained and contracts let in accordance with the Council’s Code of Practice, financial regulations and standing orders and procurement rules. Regularise expenditure variations, at any stage, by securing the authority appropriate to the variation. Assist officers, tenants, residents groups and Neighbourhood Panels in evaluating scheme proposals and undertaking feasibility studies as required. Procure and manage design resources and lead multi-disciplinary project management teams including staff from a number of directorates, external consultants, etc. for the management and implementation of capital projects and programmes of work. Monitor and ensure statutory approvals are in place for works packages, including the inspection of planning submissions and facilitating discussions with the boroughs planning and Building Control department. Assist in ensuring that housing improvement and planned works projects and programmes of work are effectively integrated within wider strategies and programmes, maintaining liaison with other directorates and agencies as required. Assist in the identification and implementation of publicity and information and strategies relating to the work of the service. Provide technical advice and assistance to other sections of the directorate, senior managers, members and tenants and to respond to enquiries from members of the public and members. Represent the council at Leaseholder Value Tribunals and any formal or legal hearings, acting in the role of expert witness where required. Be familiar with relevant legislative and professional developments and changes and ensure conformity to legislation, regulation, corporate standards and other relevant procedures. Prepare reports and attend and advise Committees, public meetings and working parties as required.A minimum of HNC/HND in building studies and relevant experience, or equivalent Detailed knowledge of procurement & construction procedures, tendering and contract management procedures and site practices. Comprehensive knowledge of construction project management principles and practice. Ability to prepare tender documentation for consultants’ services, appraise fee tenders, appoint, brief, direct, and monitor consultants’ performance. Ability to advise in the appraisal, selection, appointment of main contractors and sub-contractors. Knowledge of JCT and other appropriate forms of Building Contracts and their selection and use.
