Project Officer (Asset Management)
We have a requirement for a Project Officer (Asset Management) with our Local Authority client.
The role will to be responsible for project management of major capital investment and planned works projects, ensuring completion within budget and full compliance with health and safety legislation.
Issuing instructions to contract administrators and contractors, senior professional and housing management staff on matters relating to housing improvement and planned works projects and programmes of work.
Monitor scheme progress, take corrective action as necessary and be responsible for ensuring successful implementation, making site visits as necessary. Monitor and control scheme and programme expenditure including authorising fee payments and recommending expenditure variations as necessary. Provide monthly reports to the Ordering Manager on individual works packages and contract areas.
Ensure the collection and provision of financial monitoring information and ensure compliance with budgetary reporting and programming requirements by completing appropriate returns or inputting data to the Capital monitoring data base.
Monitor and ensure statutory approvals are in place for works packages, including the inspection of planning submissions and facilitating discussions with the boroughs planning and Building Control department. Assist in ensuring that housing improvement and planned works projects and programmes of work are effectively integrated within wider strategies and programmes, maintaining liaison with other directorates and agencies as required.
A minimum of HNC/HND in building studies and relevant experience, or equivalent.
Detailed knowledge of procurement & construction procedures, tendering and contract management procedures and site practices.
Comprehensive knowledge of construction project management principles and practice.
Ability to prepare tender documentation for consultants’ services, appraise fee tenders, appoint, brief, direct, and monitor consultants’ performance. Ability to advise in the appraisal, selection, appointment of main contractors and sub-contractors.
Knowledge of JCT and other appropriate forms of Building Contracts and their selection and use.
