We currently have an urgent requirement for an experienced Home Ownership Officer to undertake all aspects of Right to Buy and Leasehold Matters.

Our client currently has a portfolio of 1200 leasehlders and has approximately 100 Right to Buy applications received per annum. This role is to provide a customer-orientated service to council tenants as well as assisting with annual calculations, production of services charges and calculation and preparation of the S125 Notices.

Other Duties:

To be responsible for the processing of Right to Buy applications up to the conveyancing stage including the service of the various Notices within the statutory time limits.

Dealing with queries raised by valuers over the Right to Buy sale plans

Giving general Right to Buy advice to tenants.

Processing RTB1 forms including registration and checking the tenants details

Monitoring timescales and meeting the deadlines for the Right to Buy process

Keeping statistical databases up to date to send to CLG

Checking Section 20 Notices and keeping abrest of any new RTB legislation

Dealing with queries or clarification of RTB legislation, liaising with legal Department

Logging onto database RTB applications and sending out memo`s to appropriate departments

Compiling and typing Property Inspection Reports to go with the Appendix A`s for offer notices and calculating Section 20 reports.

Checking tenancy changes against current RTB and length of tenancies for letters received from other local authorities.

Input and update all RTB sold properties, interview tenants and telephone queries for RTB.

Order RTB stationary from CLG, keep master copies up to date.

Check service charge calculations for completion statement and complete the necessary apportionment for the Offer Notice in respect of estimated service charges to include preparation of the 5 year list of repairs and improvements.

Prepare and dispatch sales report to Legal Department – completion Notice.

Maintain appropriate manual and computerised records and calculating the amount of discount the RTB applicant is entitled to.

Preparation of Notices to Leaseholders and Freeholders and applicant of improvement works.

Issuing instructions as necessary to the relevant service providers to obtain valuations of the property and the preparation of Lease or transfer plans.

Liaising with various departments to resolve any queries before or during the conveyancing process.

Liaising with other departments within the Council to ensure a prompt supply of information asrequired to progress RTB applications

To develop, update and act on own Individual Performance

Appraisal & Development.

To ensure compliance with your responsibilities as laid out in the council’s health and safety policy and take an active role in promoting a positive health and safety culture

To fulfil personal requirements where appropriate with regard to council policies and procedures and legislative requirements; particularly (but not exclusively) Best Practice, Data Protection, Equal Opportunities, Health and Safety, Customer care, Emergency Evacuation, Security and Work Standards.

To engage with staff and customers in a way that promotes the Councils approach to diversity.

Ideal application will have the follow:

·Thorough knowledge of the right to buy scheme including all relevant legislation.

·Thorough knowledge of the Commonhold and Leasehold Reform Act 2002 and how this impacts on service delivery.

·Knowledge of the Landlord and Tenant Act 1985.

·Knowledge of the role of the Leasehold Valuation Tribunal.

  A minimum of two years experience in the field of right to buy and/or Leasehold.

Experience of debt recovery in a Local Authority or Housing Association.

Experience of dealing effectively with members of the public face-to-face, over the telephone and via correspondence

Experience of gathering accurate and meaningful data to

Formulate service charge invoices.
