Buildings and Engineering Technical Support Officer – Electrical
Reporting to the Building and Engineering Technical Officer – Electrical
Responsible for: Corporate Sites, Libraries, Parks and Open Spaces, Cemeteries, Commercial Properties, Schools, Care Homes, Youth Centres, Traders Stores & Museums. Full disclosure CRB documentation required.
Taking day to day electrical management responsibility for routine facilities
matters, ensuring, the estate and facilities are compliant with all statutory and mandatory requirements.
Managing, maintaining, operating and regularly reviewing the day-to-day electrical related maintenance activities in relation to the property portfolio, liaising with staff, users and external contractors as necessary. Supervising the planning and delivery of
routine electrical activities, delivering a planned maintenance programme and
managing a number of minor works projects.
Main Duties and Responsibilities
To oversee and direct contractors with regard to electrical installation, PPM and reactive works. (MTC Contracts)
PPM to site Generators, Fire Alarm Systems, CCTV, Intruder Alarm, Access Control, Traffic Access Barriers, Motor Control Systems, Roof antennas.
To review electrical infrastructure and condition of all properties across the portfolio. To highlight specific areas of improvement and to prepare written reports and spreadsheets that will feed into the Corporate Property ten year rolling programme strategy. To make use of existing building condition surveys where available.
To manage complex power switching arrangements between two Corporate sites. Including alternate power supplies and UPS back up to Corporate sites Main Data Centre.
Maintain electrical compliance database
Ensure Periodic Test Reports and subsequent remedial works are carried out.
Annually for Public Buildings and five yearly for others across property portfolio.

Portable Appliance Testing
Proactively monitor and update site electrical schematic drawings via CAD
To help develop local operating policies and procedures.
To be the focal point of contact for the installation of rising busbar infrastructure system to include LV switchgear.
To be a point of contact to the Space project to resolve engineering issues (major refurbishment of Town Hall)
To be a point of contact regarding the upgrade to Holland Park electrical intake and distribution network.
To work with Project Managers and have an input in upfront documentation, specify and cost various refurbishment works up to £0.5M
To manage, expand and maintain the newly installed high specification CCTV system, and phase out the previous system.
To be the lead engineer regarding ongoing upgrades to the Town Hall Fire Alarm System.
Day to Day Expectations:
To monitor various contracts with a technical input, ensuring provision of PPM and reactive maintenance. Liaise with contract management and onsite engineers.
Review Method Statements and Risk Assessments and ensure a Safe System of Work.
To liaise with Regional Energy Supplier to resolve external power loss to sites as required.
To manage and get agreement from critical business groups for site power shutdowns where required.
To ensure Corporate Properties are maintained for commercial Halls Letting at all times.
Visit sites to inspect premises and meet with RBKC management and contractors to inspect faults as required and make the appropriate recommendations for their repair.
To have an understanding of building operation to include HVAC and BMS controls.
Arrange out of hours working and attend as required.
Raise Work Instructions / Orders via Computerised Maintenance Management System (Concerto)
Provide help and advice to other business groups across the council on technical issues.
To attend progress meetings with contractors management and deputise for the Building and Engineering Electrical Officer when required.
To liaise with other team members to help resolve mechanical engineering and fabric issues.
To audit Contractor site log books against defined check list and put in place and track any corrective actions.
Carry out weekly tests to Fire Alarm systems on selected sites as required.
Manage and file electronically all National Inspection Council documentation.
Manage, action and file electronically all contractor report sheets.
To set up disposal / recycle licences for WEEE for Corporate sites.
To liaise with Energy Manager for best practice and reduce Carbon Footprint.
To liaise with other departmental management to action and resolve issues within Corporate Property.
Electronically approve monthly finance applications / invoice approval as required.
To handle work load with regard to emails, telephone calls, and attending team meetings. Create reports and spreadsheets as required.
To regularly use Microsoft office and Outlook, specifically Word and Excel.
To be able to regularly travel around the borough – Driving licence preferred.
Education to BTEC – ONC Level
