Cost Data Officer
We currently looking for a Cost Data Officer for our public sector client. They are looking for someone to assist the Finance & Contracting Manager in the use and support of financial information monitoring systems, packages and models in a contracting environment to achieve value for money.
Main duties and responsibilities:
Develop cost benchmarking and efficiency saving models and produce management reports as required. Assist in the development of models and data capture for business plans and budget profiles.
Assist in the development, use and support of cost management and accountancy information systems for the cost effective operation of all Asset Management services in relation to budget, financial analysis, commercial cost comparisons and cost value reconciliations.
Assist in the development and maintenance of an in-house cost information database for the various work programmes to provide better and accurate budget estimates and cost advice. Compile and update a database of sources of information on published cost data, and indices.
Use corporate systems (including Northgate) for the development of information systems. Undertake statistical sampling and analysis on work study, quality control and other areas of production to inform Management decisions. Assist the Finance and Contracting Manager to develop value engineering and management, process engineering, risk management, whole life costing including sustainability issues, to both capital and term contracts to ensure value for money. Ensure the integration of new IT into Asset Management’s financial systems.
General Provide data, programme and financial information at post contract stages for schemes, collection of schemes and programmes of work. Assist the Finance & Contracting Manager in determining the Asset Management Service’s cost management information requirements. To develop areas of work study (method study and work measurement) to improve productivity and value for money in line with benchmark results.
Advise the Finance & Contracting Manager of the need for improvement or change to the data provision procedures and benchmarking including development of procedures and contacts to provide new sources of data. To make full use of IT systems and packages in the undertaking of the duties of the post. Undertake any other work appropriate to the level and general nature of the post holder’s duties to ensure the continued effective operation of the serviceExtensive experience in the use support and development of IT and cost information systems. Substantial experience in cost benchmarking and analysis of accounts and budgets.
Experience in using corporate systems such as Northgate. Maths or IT based qualification to HND level Ability to prepare management reports, business plans and procedures. Ability to maintain in-house cost information data-bases in various formats.
Use of Microsoft Excel, Access, Word, Project, Publisher and Outlook. Understanding of commercial cost comparisons, value engineering and cost value reconciliations Skills and Abilities Good verbal, written and interpersonal skills An ability to manage and develop staff within the framework of equal opportunities, and to implement equal opportunity initiatives. Ability to work on own initiative with minimum supervision in a pressure environment.
