Commercial Property Manager West London Around £24ph Ltd 3-6 month temporary BBL are currently seeking a Commercial Property Manager, based in West London. PURPOSE OF ROLE: The successfully applicant will be working directly to the Senior Property Manager and will support in managing the diverse range of service delivered by property management team from managing day to day corporate property issues through to taking responsibility for the client side operational management of the outsourced contract for the non-operational commercial property portfolio. In addition, to give professional advice on asset management and property matters as required to members, client departments the public and outside bodies as appropriate including the management of special projects/casework. KEY ACCOUNTABILITIES The specific responsibilities of this flexible role will vary and may alter from time to time to respond to the needs of the service. Responsibilities will include (or be equivalent to) those listed below Corporate 1. To work effectively as part of the Property Management team, delivering corporate objectives through the work of the department. 2. To work flexibly across the service area and with partners to achieve the objectives of the company. 3. To work as part of multi disciplinary project teams to enable the breaking down of divisional and departmental barriers and to encourage the concept of both internal and external partnership working. 4. To lead and work with key stakeholders, local residents and the voluntary sector in improving service delivery and promoting creative and innovative ways of working to improve efficiency and secure value for money. 5. To provide professional advice on relevant areas of service delivery, ensuring compliance with the organisation’s standing orders including presentation at committee meetings. 10. To take responsibility of for the day to day contract management of the outsourced asset management contract which deals with the management of the non-operational commercial property portfolio (excluding housing properties). 2. To monitor the delivery of the service specification and report back on key performance indicators to ensure the outcomes are delivered in an effective way. 3. To be responsible for the day to day management of the surplus / vacant commercial sites which are awaiting disposal or letting. This includes the establishment of meanwhile uses, arranging security, maintenance etc. 4. To be responsible for monitoring the commercial sites and surplus sites operational budget of circa £800k pa to ensure that income is maximised and expenditure is minimised through good property management practice and in accordance with the Corporate Property Strategy. 5. To act as the conduit between the outsourced service provider and the organisation support services as necessary. 6. To be responsible for procuring and implementing supplies, services and works contacts in accordance with the Organisation Tenders and Contract regulations to support the day to day management of the property portfolio. 7. To work effectively as part of the Property Management team and undertake all aspects of property management work to optimise the use and performance of the organisation’s operational and non-operational portfolio. 8. To support colleagues on delivery of ‘Special Projects’ ranging from acquisitions, disposals, development projects etc. as and when required from inception through to successful completion. Employee Specification KNOWLEDGE AND EXPERIENCE: 1. Property management experience of managing a large and diverse portfolio of corporate properties. 2. Ideally will have knowledge of acquiring and disposal of property assets in accordance with S123 of the Local Government Act. 3. Experience in procuring and managing property consultants for commissioning projects and services 4. Detailed knowledge of all relevant property legislation including the Landlord and Tenant 1954 Act 5. Experienced in instructing lawyers to provide Counsel opinion on detailed property matters and deal with day to day property/ landlord and tenant matters. SKILLS & ABILITIES: 1. Ability to operate effectively as part of a team and to manage conflicting priorities in a pressurised and fast-moving environment. 2. Ability to communicate clearly both verbally and in writing with a range of audiences including senior managers, Members, other professionals and members of the community, and the ability to produce concise reports explaining issues in plain English. 3. ESSENTIAL QUALIFICATIONS: 1. Must hold a degree or equivalent (minimum BTEC HNC/HND) in field of Property with a substantial experience in delivering property management services. 2.
