The Client requires an intermediate level Building Surveyor to assist in the delivery of program of Disabled Adaptations under the Disabled Discrimination Act.
To assist in the delivery of the Housing’s capital and planned revenue programmes of work.
To be responsible for delivering a full range of planning, surveying and construction services to all tenants and leaseholders including disabled people, in securing repairs, improvements or adaptations to their homes. To contribute to the development of the Company.
To act, under supervision, in the capacity of assistant building surveyor/ project manager on capital and /or partnering projects and on schemes where external consultants are appointed.
With respect to welfare adaptation work, to liase with Occupational Therapists, to provide disabled persons with physical aids and adaptations.
To assist the Building Surveyor/Project Manager to develop procedures and services to implement relevant housing policy and strategy.
To assist the Building Surveyor/Project Manager, to design schemes for all programmes of work included in the housing capital programme including adaptations for disabled people, prepare feasibility studies, outline drawings and scheme designs as required. For major works; to assist in the preparation of detailed plans and drawings, to comply with Building Regulations and Planning requirements. To include, under supervision, full site supervision, phased payments to contractors, contract revisions, final accounts and defects liability period of the work.
When required assist in the initiation, co-ordination and delivery of grant aided schemes of work, such as LDA, DCLG and other various funding streams that may be available, including major works, from initial referral to completion.
Under supervision, undertake inspections and structural surveys in accordance with current procedures to ensure they compliy with its responsibilities under the relevant legislation, identifying required remedial action or adaptation works.
Following training, assist the Building Surveyor/Project Manager, on behalf of the Client, to take responsibility for the Party Wall Act by preparing notices to comply with legislation and acting as surveyor for both parties within the legislation.
Assist the Building Surveyor/Project Manager, to represent the Client at inter-agency meetings, seminars and other forums.
Promote the values and objectives to ensure that colleagues and service users properly understand them.
Participate in mechanisms to ensure effective consultation and communication with service users and service providers on policy and procedural changes.
Maintain an awareness of the legal duties and policy objectives in respect of Equal Opportunities and Customer Care and ensure that they are incorporated into policy and practice.
As required, undertake other duties commensurate with the scope of the job.
In addition to those above.
To assist the Building Surveyor/Project Manager to act as party wall surveyor as and when required, including preparation of relevant surveys and paperwork for both parties, and to conduct appropriate negotiations.
To assist the Building Surveyor/Project Manager to prepare detailed specifications for the installation of specialist equipment for all types of work, including work for the disabled, as part of the tendering process. To assist with that tendering process and the appointment of specialist contractors.
Act as the Assistant Building Surveyor and/ or Project Manager for projects administered to include design, preparation of schedules and drawings, negotiation with occupational therapists, contractors and consultants. In addition, drafting, administering and enforcing of contract documentation, supervision of works and certificate payments. This requirement will be working under supervision.
Assist with the drafting, organisation and negotiation of Measured Term Contracts and contract prices, from major contractors and suppliers.
Participate in the development and delivery of performance standards and targets with respect to expenditure and operational procedures on works to stock programme.
Participate in the development of, and maintenance of, management information systems to monitor service delivery and performance against objectives and targets.
Participate in the development of effective team procedures and practices with other teams and sections within the Council.
